ABOUT THE ROLE:

\n

The Program/Project Manager II will provide programmatic and business operations management in support of the Naval Surface Warfare Center Philadelphia Division ( NSWCPD ) Compatibility Test Facility (CTF). This position supports NSWCPD’s mission as the Navy’s Center for Excellence for ship and ship-systems—responsible for research, development, testing, and evaluation of critical Navy systems. The Program/Project Manager II will oversee efforts related to planning, scheduling, estimating, project control, and subcontract management to ensure successful execution of CTF program objectives. The role requires strong coordination with Navy organizations and stakeholders across engineering, logistics, and financial management disciplines.

RESPONSIBILITIES:

  • Provide programmatic and project management support to CTF Business Operations, ensuring project milestones and objectives are achieved.
  • \n
  • Develop and maintain schedules, plans, cost estimates, and progress tracking metrics for assigned programs.
  • \n
  • Oversee and coordinate activities related to financial management, quality management, logistics, and records/documentation support.
  • \n
  • Lead or contribute to continuous improvement, configuration management, and maintenance planning efforts.
  • \n
  • Manage subcontractor performance and ensure compliance with technical and contractual requirements.
  • \n
  • Prepare and present reports, metrics, and program documentation in support of management reviews and audits.
  • \n
  • Interface with Navy personnel and organizations, including NAVSEA, NSWCPD, and Fleet commands, to align project activities with mission requirements.

    Support manpower, personnel, and training (MP&T) functions to ensure team readiness and capability development.

REQUIRED QUALIFICATIONS

\n
    \n
  • \n Active Secret Security Clearance \n
  • \n
  • \n Bachelor’s degree in Finance, Business Administration, or Engineering from an accredited college or university
  • \n
  • Minimum of six (6) years of experience as a Program Manager supporting Navy technical programs involving development, repair, installation, modification, operation, testing, and maintenance of Government systems.
  • \n
  • Demonstrated experience in scheduling, planning, estimating, project control, subcontract management, and project progress tracking
  • \n
  • \nWorking knowledge of Navy programs, organizations, functions, and responsibilities, including familiarity with Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Centers (NSWC), and Fleet organizations
